Cigarette users are addicted drug addicts. Nothing will stop them from smoking except eliminating the supply of their drug. Raising taxes on their drug will help up to a point but illegal sources will come out of the woodwork if the price gets high enough. Putting graphic images on cigarette packages may help some people from starting but if someone wants to smoke there is no way to stop them.
